Bihar Poll Dates Out: Two-Phase Election in November

The Election Commission of India (ECI) has officially announced the schedule for the Bihar Assembly Elections 2025, calling it the “mother of all elections.”
Chief Election Commissioner (CEC) Gyanesh Kumar confirmed that the state’s 243-member assembly will go to polls in two phasesNovember 6 for 121 constituencies and November 11 for 122 constituencies. The counting of votes will take place on November 14. The term of the current assembly ends on November 22, setting the stage for one of the most closely watched elections in India.

7.4 Crore Voters, 14 Lakh First-Timers

Over 7.42 crore voters, including 14 lakh first-time electors, are eligible to cast their votes this year.
CEC Gyanesh Kumar announced that “PURIFIED POLL ROLLS WITH S.I.R PROCESS” have been completed to ensure accuracy and inclusion. The Chief said, “Bihar polls will be peaceful, transparent, and free of violence.” He reiterated zero tolerance for voter intimidation and promised to maintain strict law and order during the election period.

New Tech, Tougher Rules, and 100% Webcasting

The 2025 Bihar polls will feature several first-time reforms to ensure transparency and voter confidence:

1. 100% Webcasting: Every polling station will have live monitoring to prevent malpractice and ensure accountability.

2. New EVM Ballot Papers: For the first time, EVMs will display colour photographs of candidates to make ballot papers more readable and voter-friendly.

3. Mandatory VVPAT Counting: Any mismatch between EVM data and Form 17C will trigger an automatic manual count of VVPAT slips.

4. Postal Ballot Rule Streamlining: Counting of postal ballots must finish before the penultimate round of EVM/VVPAT counting begins.

5. Digital Index Cards: Constituency-wise election data will now be accessible online for better transparency.

Voter Helpline and ECINET App — “Election Machinery Just a Call Away”

The ECI emphasized voter accessibility through technology and outreach.

  • Dial 1950: Voters can call 1950 (with STD code) for any election query.
  • ECINET App: Citizens can download the ECINET App from Google Play or iOS to check rolls, locate polling stations, and access updates.

CEC Gyanesh Kumar stated, “The entire election machinery is just a call away for every voter in Bihar.”

Tight Security & Heavy Deployment

To ensure a peaceful election, the ECI announced a massive deployment of security and poll officials across Bihar.

For the first time, one General Observer will be assigned to each of Bihar’s 243 constituencies, serving as the “eyes and ears” of the Election Commission. Additionally, 38 Police Observers and 67 Expenditure Observers will be deployed statewide.

CEC’s Strong Words: “Won’t Tolerate Violence or Threat”

Reaffirming his commitment, CEC Gyanesh Kumar said the commission is determined to conduct peaceful and fair elections. He stated emphatically, “We will not tolerate violence or voter threat. Every citizen must feel safe to vote.” He also added that with webcasting, ECINET, strict VVPAT rules, and on-ground observers, the Bihar election will set a “benchmark for transparency and efficiency.”
