In a powerful and assertive address to the Uttar Pradesh Legislative Assembly on February 11, 2026, Bareilly Cantt MLA Sanjeev Agarwal forcefully articulated Bareilly’s development priorities while extending full support to the Motion of Thanks on the Governor’s Address. His speech reflected deep confidence in the leadership of Chief Minister Yogi Adityanath and reaffirmed commitment to building a developed Uttar Pradesh by 2047.
Highlighting the transformation in law and order, Agarwal declared that the policy of zero tolerance has decisively restored public confidence. “The zero tolerance policy has taught even the most powerful offenders the lesson of the law. For this, no amount of praise is sufficient for the Honourable Chief Minister, Shri Yogi Adityanath,” he stated firmly in the House.
He emphasized that under Prime Minister Narendra Modi’s vision of a New India, Uttar Pradesh is witnessing historic transformation under the decisive and disciplined leadership of Chief Minister Yogi Adityanath.
Zero Tolerance Governance
Agarwal underscored that improved law and order is the foundation of Uttar Pradesh’s growth story. He credited the Chief Minister’s unwavering governance model for creating a secure environment that has encouraged investment, industrial expansion and social stability.
He described the administration’s approach as firm, transparent and development-oriented, ensuring that governance reaches the last citizen.
Healthcare Transformation
Pointing to unprecedented achievements in healthcare and medical education, Agarwal noted that Uttar Pradesh now has 81 medical colleges, with a significant rise in MBBS seats. He described the establishment of medical colleges in districts as a visionary step that will meet future healthcare needs effectively.
Under Ayushman Bharat – Jan Arogya Yojana, he said lakhs of citizens are receiving quality treatment. He added that the Chief Minister has given special instructions to ensure that no individual is deprived of medical care under any circumstance.
AIIMS for Bareilly
Describing Bareilly as an emerging hub of medical education and training, Agarwal made a strong and clear demand for the establishment of an AIIMS in Bareilly district.
He stated that such an institution would serve the Bareilly division, neighboring divisions and the Kumaon region, providing advanced healthcare facilities and strengthening the region’s medical ecosystem. He urged that this long-standing demand be fulfilled in the larger interest of public health.
Education for Self-Reliance
Agarwal emphasized that education in Uttar Pradesh is no longer limited to degree acquisition. It has become a foundation for self-reliance, innovation and future-ready employment.
He highlighted significant steps toward skill development and youth empowerment under the double-engine government. Reiterating another key demand, he urged that the historic Bareilly College be granted Central University status. He said the institution has long been a pillar of higher education and deserves national recognition.
Welfare with Commitment
The MLA highlighted major welfare schemes benefiting citizens, including Mukhyamantri Bal Seva Yojana, Mukhyamantri Kanya Sumangala Yojana, Nirashrit Mahila Pension Yojana and Rani Lakshmibai Mahila Evam Bal Samman Yojana.
He stated that these initiatives reflect a governance model rooted in compassion and accountability. He also noted that Uttar Pradesh ranks first in implementing several public welfare schemes.
Infrastructure Expansion
Agarwal praised the state’s extensive expressway network, which now connects villages to tehsils, tehsils to district headquarters and district headquarters to commissionerates, as well as major religious destinations.
Four-lane, six-lane and eight-lane highways, widening of roads and beautification projects are accelerating connectivity and economic activity. Under the One District One Plan initiative, sports centers and stadiums are being developed across districts for the first time.
Housing schemes such as Pradhan Mantri Awas Yojana, Mukhyamantri Awas Yojana and Pradhan Mantri Gram Sadak Yojana are further strengthening inclusive growth.
Economic Momentum
Agarwal highlighted the ambitious goal of taking Uttar Pradesh’s economy to one trillion dollars by 2029-30. He cited major achievements such as the UP Defence Corridor and the Eastern Dedicated Freight Corridor, which are transforming the state into a logistics and manufacturing powerhouse.
Through the One District One Product initiative, industries and traders are being connected to national growth. MSMEs are expanding, employment is increasing and improved air connectivity is elevating Uttar Pradesh’s global stature.
He also noted that GST rationalization has provided relief to traders and the public, including the removal of taxes on medicines and essential healthcare items. With rising revenue income, Uttar Pradesh has achieved revenue surplus status.
Focus on Bareilly
Turning specifically to Bareilly’s development, Agarwal demanded early inauguration of the Subhash Nagar underpass and construction of another underpass in the Maninath area to ease congestion.
He also called for expansion of flight services from Bareilly Airport, proposing routes including Jaipur, Ahmedabad, Lucknow, Kolkata, Varanasi, Bengaluru, Chennai and Tirupati. Additionally, he urged the launch of helicopter services from Bareilly Civil Airport for the Char Dham Yatra to enhance religious tourism connectivity.
Considering rapid urban expansion, he demanded metro rail services in Bareilly and the construction of a new bus terminal on Badaun Road to modernize public transport infrastructure.
He further emphasized the need to support artisans and entrepreneurs connected to zari work, bamboo and cane crafts, furniture manufacturing and plywood industries, ensuring sustained growth for traditional sectors.
Honor for Democracy Fighters
Under Rule 301, Agarwal raised the issue of increasing honorarium and facilities for democracy fighters who safeguarded democratic values during the Emergency.
He stated that most of these individuals are now elderly and facing health challenges and deserve enhanced financial and medical support. He demanded that their dependents receive medical and social security benefits comparable to those granted to the families of freedom fighters. The Speaker accepted the motion.
Vision 2047
Concluding his address, Agarwal reaffirmed his unwavering commitment to Bareilly’s comprehensive development within the larger framework of Uttar Pradesh’s transformation.
