Union Home Minister Amit Shah on Friday unveiled the Bharatiya Janata Party’s (BJP) election manifesto, titled the “Sankalp Patra”, in Kolkata ahead of the Assembly elections in West Bengal.
The release of the manifesto marks a key moment in the BJP’s campaign as it seeks to expand its presence in the state. Senior party leaders and workers attended the launch event, where the document was presented as a comprehensive governance roadmap.
Shah described the manifesto as a blueprint for structural change across sectors. “This Sankalp Patra is not merely a document of promises, but a commitment to build a developed and corruption-free Bengal,” he said.
He added that the party’s vision is focused on governance reforms, economic growth, and welfare delivery, positioning the election as a contest centred on development.
Women and Welfare Focus
Welfare measures form a central pillar of the manifesto, with a strong emphasis on women. The BJP has promised ₹3,000 per month in direct financial assistance to eligible women, aimed at strengthening household income and ensuring financial stability.
In addition, the party has pledged 33% reservation for women in government jobs, reflecting a broader push toward long-term economic empowerment. The manifesto also outlines initiatives related to women’s safety, education, and workforce participation.
Shah said, “Our government will ensure both financial support and equal opportunities for women, enabling them to participate fully in Bengal’s development.”
The document further includes targeted welfare measures for economically weaker sections, youth, and marginalised communities. It highlights the use of direct benefit transfers to improve efficiency and reduce leakages in public spending.
Law and UCC Plans
The BJP has proposed implementing a Uniform Civil Code (UCC) in West Bengal within six months of coming to power, presenting it as a step towards legal uniformity.
The manifesto also places strong emphasis on law enforcement and internal security. A “zero tolerance” policy towards illegal infiltration has been outlined, with a framework described as “detect, delete and deport”.
In addition, the party has pledged to curb cross-border crimes, including cattle smuggling, and to strengthen policing and judicial systems.
Shah stated, “The rule of law will be firmly established in Bengal. No one will be allowed to threaten the security and stability of the state.”
Anti-Corruption Push
A major component of the manifesto is a strong anti-corruption agenda. The BJP has promised investigations into alleged irregularities and strict legal action against those found guilty.
The party has also proposed administrative reforms, including digitisation of services and time-bound delivery systems, aimed at improving transparency and accountability.
Shah said, “Those involved in corruption will not be spared. We will provide a government that is fully accountable to the people.”
The manifesto presents these measures as necessary to restore trust in public institutions and ensure effective governance.
Jobs and Industry
Economic growth and employment generation are key priorities outlined in the manifesto. The BJP has proposed measures to revive industrial activity, attract investment, and generate jobs across sectors.
A specific focus has been placed on reviving industrial regions such as Singur, alongside improving infrastructure and ease of doing business.
Skill development programmes and youth employment initiatives also form part of the strategy, aimed at addressing unemployment and supporting long-term economic growth.
Shah said, “We are committed to creating opportunities for the youth and transforming Bengal into a hub of industry and innovation.”
Education and Health
The manifesto includes plans to strengthen education and healthcare infrastructure, particularly in underserved regions.
Among the key proposals is the establishment of premier institutions such as new AIIMS and IIT campuses in North Bengal. These initiatives are aimed at improving access to quality services while also supporting regional development.
The BJP has indicated that investments in these sectors will play a key role in overall economic and social progress.
Agriculture Focus
The agricultural sector is addressed through measures aimed at supporting farmers and improving rural livelihoods. The manifesto includes commitments related to better pricing mechanisms, modernisation of farming practices, and improved access to resources.
The BJP has emphasised that agriculture will remain a central part of its development strategy, alongside industry and welfare.
Shah said, “We are committed to building a ‘Sonar Bangla’ where farmers prosper, industries grow, and every citizen benefits from development.”
The release of the manifesto comes as political campaigning intensifies in West Bengal ahead of the Assembly elections, with parties outlining competing visions on welfare, governance and development. The Bharatiya Janata Party is seeking to expand its presence in the state, setting the stage for a closely watched electoral contest.
